Marco Rubio comes across very frustrated with the inability to vote on the Senate. At times, he jokes to relieve tension, but at other times, he comes across as very argumentative. Do you think he is ready to debate Joe Biden? Perhaps he needs more time to cultivate the level of confidence that comes with experience.
